The Council consists of ten members who live in Island, Skagit or Whatcom county. Advisory Council members are appointed by the Board of Directors. They are skilled and experienced in the fields of air pollution control, chemistry, meteorology, public health, or a related field, at least one of whom serves as a representative of the
environmental community.

The Advisory Council meets at least four times a year and advises the Director and Board of Directors on air pollution matters. Advisory Council meetings are not generally open to the public.
